Philadelphia’s Welfare-to-Work Program Benefits Employers!

NSI (Normative Strategies, Inc.) is proud to be affiliated with the (PWDC) Philadelphia Workforce Development Corporation in their service to assist welfare–to–work participants. NSI is dedicated to improving the strength of communities and lives of individuals by acting as a bridge between T.A.N.F. (Temporary Assistance for Needy Families) participants and Philadelphia area employers. NSI recruits from an employee base of over 15,000 participants in Philadelphia EARN (Employment Advancement and Retention Network) Centers. EARN centers are neighborhood-based facilities that provide case management, job placement and other services to welfare clients in transition from welfare to self sufficiency.

Normative Strategies offers the following (free) services to Philadelphia area employers:

  • No fee referrals
  • Customized Pre-screen process
  • Support and Retention Assistance
  • Tax Benefits-Work Opportunity Tax Credit (WOTC)
  • Wage Subsidy Reimbursement on long term positions over 30 hours/week*

*Due to the economic slowdown, NSI is now offering a wage subsidy to employers who hire participants for 30 or more hour a week positions.
